What Congress hopes to accomplish before August recess

The clock is ticking on Capitol Hill as lawmakers will break for their traditional August recess on Thursday night barring any last-minute changes. There’s still plenty left on the docket, including ongoing hang-ups over the bill that sets Pentagon policy.
